The United Kingdom and France to Deploy Troops to the Country in the event that a Ceasefire Accord is Agreed

Placeholder Diplomatic Meeting

The London and Paris have formalized a statement of purpose concerning the stationing of military forces in the nation in the event a peace deal be made with Russia, the British leader, Starmer, has declared.

After talks with allied nations in Paris, he noted that the UK and France would "establish military hubs throughout Ukraine and construct secure facilities for arms and defense matériel" to deter any subsequent attack.

The coalition members also proposed that the United States would play the primary role in overseeing a halt in hostilities.

The Kremlin has on multiple occasions cautioned that any external forces in Ukraine would be considered a "legitimate target", but has so far not responded on this recent announcement.

The Situation and Continuing Conflict

Moscow's leader Vladimir Putin launched a full-scale invasion of Ukraine in the start of last year, and Russia at this time controls about 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our commitment to stand with Ukraine for the duration," stated the UK Prime Minister.

National leaders and senior officials from the "Coalition of the Willing" participated in Tuesday's talks.

He stated at a joint press conference, Starmer added: "It paves the way for the legal framework under which British, French, and partner forces could work on Ukrainian soil, protecting Ukraine's airspace and waters, and regenerating Ukraine's defense capabilities for the time to come."

The British leader also stated that London would be involved in any American-headed verification of a possible truce.

Protection Pledges and Negotiation Stances

Top US negotiator Steve Witkoff remarked that "durable security guarantees and substantial economic promises are critical to a enduring ceasefire" in Ukraine – alluding to a major condition made by the Ukrainian government.

He noted the coalition had "mostly completed" their work on agreeing such pledges "to ensure the people of Ukraine know that when this war ends, it ends permanently."

The former US envoy, ex-President Donald Trump's special envoy, also was involved in the negotiations.

Meanwhile, President Macron Emmanuel Macron declared that Ukraine's supporters had made "considerable advances" at the meeting.

He added that "comprehensive" defense assurances for Ukraine had been agreed in the instance of a potential truce.

Ukrainian President Volodymyr Zelensky commented that a "major development" had been made in the negotiations, but qualified that he would only deem efforts to be "enough" if they resulted in the cessation of the war.

Last week, the Ukrainian leader indicated a settlement was "mostly finalized". Finalizing the outstanding 10% would "decide the fate of the peace, the fate of Ukraine and Europe".

Outstanding Matters

  • Territory and defense assurances have been at the forefront of ongoing disputes for negotiators.
  • The Russian President has often said that Kyiv's military must pull back from the entirety of Ukraine's eastern Donbas region or Russia will take control, refusing any compromise over how to end the war.
  • The Ukrainian President has thus far rejected ceding any land, but has suggested that Ukraine could withdraw its forces to an agreed point – but only if Russia does the same.

Moscow presently controls approximately 75% of the Donetsk region and around 99% of the adjacent Luhansk region. The areas form the industrial region of the Donbas.

The original US-led multi-point framework that was widely leaked to the media last year was seen by Kyiv and its EU supporters as being heavily skewed in Moscow's favor.

This triggered a period of focused discussions – with Ukraine, the US and European leaders trying to amend the document.

Last month, Kyiv sent the US an new proposal – as well as additional documents outlining prospective security guarantees and arrangements for Ukraine's reconstruction, Zelensky added.
