Zelensky Asserts Absence of Definitive Defense Guarantee from Allies

Ukrainian President Volodymyr Zelensky says European allies have failed to provide concrete pledges that they will defend Ukraine in the case of a new Russian aggression.

"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he told reporters on midweek.

His comments come a day after the UK and France inked a statement of purpose on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is agreed.

However, full security guarantees have yet to be solidified. The United States, which has been leading efforts to end the invasion, was reported to have abstained from signing such a pledge at talks in Paris on Tuesday.

Outcomes from the Paris Discussions

After the Paris talks, which included some 30 countries that form the so-called Coalition of the Willing, British PM Keir Starmer said the two nations would "establish military hubs across Ukraine" to deter future invasion, while France's President Macron subsequently indicated a significant number of soldiers may be deployed.

Partner nations suggested that the United States would assume a leading role in monitoring a truce. But the key issue of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.

The Russian government has thus far remained silent on the declaration made in the city of Paris.

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in February 2022, and Russian forces currently controls about one-fifth of Ukrainian territory.

Zelensky's Shifting Tone

The UK Prime Minister characterized the joint statement as "a vital part of our commitment to stand with Ukraine for the long-term".

He continued: "It paves the way for the juridical structure under which allied military personnel could operate on Ukrainian soil, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the future."

The Ukrainian leader praised that accord as a "significant leap of progress".

Twenty-four hours afterward, however, he appeared less optimistic.

"I see the will, the political will, and that the partners are ready, and the partners are ready to give us strong sanctions, strong security guarantees," he said when asked if nations in Europe would defend Ukraine.

"However, until we lack such binding security pacts - formally ratified, endorsed by legislatures, supported by the United States Congress - this crucial issue cannot be answered. And even if they do, you must ultimately depend first and foremost on your own strength."

Persistent Challenges and Fighting

Negotiations in Paris were also notable owing to the attendance of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

Witkoff said the allies "mostly completed" their work on agreeing security protocols.

Recently, Zelensky said a settlement was "ninety percent complete".

Territorial concessions and defense pledges have been at the center of unresolved issues for negotiators.

The Russian leader has consistently stated that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Russia will seize it, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could redeploy its forces to an established line - but only if Russia did the same.

Moscow currently controls about three-quarters of the Donetsk region, and some nearly all of the neighbouring Luhansk. The pair of oblasts form the industrial Donbas region.

Attacks have been escalating against Ukrainian cities - particularly targeting power facilities. Russia has also made slow progress in seizing additional Ukrainian land.

Ukrainian forces have retaliated at objectives inside Russia with drones, albeit with more limited success.
